First I want to give our Mayor Jay Arrowsmith Decoux a big thumbs up for dedicating a day to Norman Deschampe. It is well deserved and appreciated by those who knew him. I was not one of those lucky folks but have heard enough to believe that he was definitely a leader and fine human being. Thank you.
