Department of Public Safety (DPS) Commissioner Michael Campion has reappointed
Thomas W. Spence
of Schroeder to the Private Detective and Protective Agent Services Board. The appointment runs through 2013.
Spence represents the general public. He is an attorney in the Johnson, Larson, Peterson and Matt law firm in Buffalo, and served as district court judge in Minnesota’s 10th Judicial District.
Spence served on the board for several years in the mid-1990s. He decided not seek re-appointment in 1996, but when he saw there was a vacancy in 2009, he decided to submit his application. “It is interesting work and I look forward to participating,” Spence said at that time.
Spence explained that the board reviews and monitors licenses for both private detectives and protective agents. Private detectives are licensed to conduct investigations; protective agents perform security work, crowd control, monitor vacant homes, etc. He said the board also handles complaints and holds hearings if a license is being considered for revocation.
Themission of the board is to ensure that investigative and security service practitioners meet statutory qualifications and training for licensure, and maintain standards established in Minnesota statutes. The five-member board oversees more than 300 investigative and security license holders.
