Preliminary plans for an assisted living facility in Grand Marais underway



In its initial stages, the Community Asset Development Group (CADG) is moving ahead with plans to develop an assisted living facility in Grand Marais.

Hailing from Chaska, Minnesota, CADG is part of Community Asset Foundation, a Minnesota non-profit corporation.

The Cook County Grand Marais EDA approved a motion to apply for an IRRR Development Infrastructure Grant on behalf of CADG at the board’s April monthly meeting.

If the IRRR grants the needed infrastructure funds and CADG goes ahead and builds an assisted living facility, CADG has asked North Shore Health to manage the business.

Kimber Wraalstad, CEO/Director of North Shore Health said she has met with representatives of CADG once. “They have asked if North Shore Health would be willing to consider managing the Assisted Living facility,” Wraalstad said, adding, “These discussions are in the very preliminary stage but I have said I am willing to meet their representatives and Mary (Mary Somnis, EDA director) to gather more information and evaluate the opportunity.”

The Community Asset Foundation (CAF) has a long history of developing assisted living and memory care centers. Their latest project is under construction and is located in New Hope, Minnesota. It is a $7.5 million 31 unit assisted living and memory care facility on the Good Samaritan campus.

Other projects include:

• The Carver County Development Authority and CAF are working on a development for a 65 unit independent senior rental complex in Victoria, Minnesota. Upon completion the Carver County Development Authority will own the apartment.

• In 2018 CAF built the 30 unit Bluff Creek Senior Cottages market rate apartments and 10,000 square foot child care center for $13.5 million in Chaska, Minnesota.

• Working with Auburn Homes & Services, CADG complete a 61 unit assisted living in 2012 for $10.1 million. CADG completed the site acquisition; plan preparation, city approvals, tax increment agreement, tax-exempt bonding and overseeing. The adjacent site was sold to ‘Lil Explorers for a 200 child daycare center.

• In 2015 Community Asset Foundation opened The Lodge of Taylor Falls, a 24 unit assisted living facility that cost $3.5 million.

• The Lodge of Howard Lake, an 18 unit assisted living facility in Howard Lake, Minnesota cost $2.9 million to develop.

• In March 2014, the 16 unit Lodge of Winthrop opened in Winthrop. The building was attached to the existing nursing home and the adjacent site was sold to Ridgeview Medical Center to construct a 4,000 square foot medical clinic.

• Community Asset Foundations first project was a $3.3 million 24 unit assisted living facility in Mountain Lake. The Lodge of Mountain Lake was completed in 2012.

Dave Pokorney is a consultant at CADG and is the principal officer of Community Asset Foundation. He has been with CADG for 12 years. Prior to that he was the City Administrator for the City of Chaska for 24 years and also served as City Administrator for the City of Mahtomedi for almost five years in the early 1980’s.

The Community Asset Foundation mission statement reads, “Development, construct, and renovate community assets in partnership with community operating entities.”

The North Shore Hospital Board will consider the proposal by CADG. The hospital board has made no decisions whether it wants to join in a partnership with CADG or CAF at this time.
