Minnesota’s highest waterfall is a sight to see at anytime of the year, but it’s especially beautiful in the winter. Located in Grand Portage on the Pigeon River, the half-mile trail leading from the Grand Portage State Park parking area is paved and has a boardwalk making it easier for people to reach the High Falls.
