ORB Management of 1% projects




The 1% projects are important to Cook County, and there are some questions about ORB Management’s role that I haven’t seen answered.

I noted in the January 29 News-Herald that ORB Management stated their biggest value “would be to bring the board accurate information that would enable commissioners to make the best possible decisions.”

For a fee of approximately $325,000, I do not believe this statement of their product is nearly specific enough. For a start, here are some questions:

Exactly what are they going to monitor for the board…schedule, cost, quality, other items? What tools are they going to use to monitor these factors…Microsoft Project, other tools? How many people will ORB put on this project, and what percent of the peoples’ time will be dedicated to this effort? What will be the qualifications and level of education of these people?

And finally, how and when will ORB report this information to the county?
