MPCA considers reissue of permit for Ullr and Eagle Mountain Waste Water Treatment Facility



The Minnesota Pollution Control Agency (MPCA) Commissioner has made a preliminary determination to reissue the Ullr and Eagle Mountain Wastewater Treatment Facility to Lutsen Mountain Corporation.

Located at 467 Ski Hill Road, the Class C facility has three separate treatment systems:

1) The Eagle Ridge System 1 is designed to treat an average wet weather (AWW) flow of 0.0063 million gallons per day and a maximum design flow of 0.0095 million gallons per day.

2) Eagle Ridge System 1 consists of 13 septic tanks, an aerated attached-growth denitrification tank, three equalization surge tanks two closing tanks, and a 10-zone subsurface drip irrigation system.

Eagle Ridge ll is designed to treat an average wet weather flow of 0.0026 million gallons per day (MGD) and a maximum flow of 0.0038 MGD. System ll consists of seven septic tanks and a trench drain field system.

3) The Ullr Mountain System consists of six septic tanks, a recirculating gravel filter and tank, two dosing tanks, and an eight-zone subsurface drip irrigation system, which treats an AWW flow of 0.006 and maximum flow of 0.009 million gallons per day.

Bio-solids produced at the three treatment centers are pumped and transported to the Grand Marais Wastewater Treatment Facility.

The preliminary determination to reissue this wastewater permit is tentative.

The MPCA’s procedure for public participation includes three formal procedures. Interested persons may submit a written comment on the draft permit; petition the MPCA to hold a public informational meeting; or petition the MPCA to hold a contested case hearing.

To submit comments or petitions to the MPCA through mail or email, you must state: your interest in the permit application or the draft permit; the action you wish the MPCA to take, including specific references to the section of the draft permit you believe should be changed; and, state the reasons supporting your position, stated with sufficient specificity as to allow the MPCA to investigate the merits of the position.
