U.S. Customs and Border Protection (USCBP) stopped Philip Ebenezer Rae, 24, Montreal, at the Grand Portage Pigeon River border crossing on November 7, 2012. USBCP found Rae to be in possession of controlled substances, namely anabolic steroids and syringes, including one bottle containing 50 tablets of ephedrine. Under Minnesota criminal code, ephedrine is listed as a “methamphetamine precursor.”
He was arrested and charged with two counts of felony possession of drugs. He told the arresting officer that he was a body builder and he had purchased the steroids illicitly at his gym in Quebec.
Rae entered a guilty plea on November 19 and was convicted on one count of possession of controlled substances.
Rae was granted a statutory stay of adjudication and ordered to pay a $1,410 fine plus court costs and fees for a total of $1,500. The court also required that he complete a chemical use assessment and comply with recommendations, providing proof of assessment and compliance to Cook County probation.
