The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the potential punishment exceeds $150 and/or 10 days in jail. It is the Cook County News-Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Preston James Olson, 18, Grand Portage, pled guilty Jan. 20 to underage consumption on Dec. 12, and was ordered to pay a $100 fine plus court costs and fees for a total of $190. Matthew John Poyirier, 22, Grand Portage, pled guilty Jan. 20 to two charges of assault (same victim within 10 years of conviction) filed Sept. 23, and domestic assault on Sept. 19, the court having dismissed additional charges of tampering with a motor vehicle, domestic assault and damage to property. Sentenced to 90 days in jail for each count and ordered to pay $75 court costs. Jennifer Caroline Kis, 23, Thunder Bay, pled guilty Jan. 24 to speeding (72/55) on Jan. 3, and was fined $150. Melissa Coates, 41, McDonough, Ga., pled guilty Jan. 31 to speeding (74/55) on Dec. 23, and was fined $150. Shane John Fournier, 36, Thunder Bay, pled guilty Feb. 20, 2008 to misdemeanor charges of drug possession filed Feb. 10, 2008 and was granted a stay of imposition. Sentenced Jan. 19, 2011 to two years supervised probation and ordered to pay a $1,500 fine plus court costs and fees for a total of $1,587. Michael Robert Seisennop, 31, Lutsen, pled guilty Jan. 31 to driving in the center lane and no driver’s license in possession on Jan. 21, the court having dismissed an additional charge of no proof of insurance, and was ordered to pay fines and fees totaling $160. Joseph Allen Kettelhut, 22, Duluth, pled guilty Feb. 2 to charges of speeding (84/55) on Nov. 26, and was fined $290. James Donald Thorne, 20, Prince George, British Columbia, pled guilty Feb. 7 to charges of possession of a small amount of marijuana and drug paraphernalia, and was fined $190. Charles Edward Blackwell, 30, Miami, Okla., pled guilty Feb. 8 to charges of fifth-degree assault filed Aug. 15, the court having dismissed additional charges of disorderly conduct (brawling or fighting) and trespass. Sentenced to 90 days in jail, stayed two years with unsupervised probation and conditions, and ordered to pay a $500 fine plus court costs and fees for a total of $590. John Carl Richards, 42, Wright, pled guilty Feb. 8 to gross misdemeanor charges of driving while intoxicated on Nov. 5, and was sentenced to one year in jail, stayed three years with probation and conditions, and ordered to pay a $500 fine plus court costs and fees for a total of $590. Marie Ann Deschampe, 25, Grand Portage, pled guilty Dec. 21 to felony charges of possession of drugs filed Dec. 7, the court having dismissed additional charges of possession of a small amount of marijuana and drug paraphernalia, and speeding (80/55). Sentenced Feb. 8 to a stay of adjudication and placed on supervised probation for three years with conditions. Dean Frederick Deschampe Sr., 57, Grand Portage, pled guilty Feb. 9 to charges of disorderly conduct on Oct. 15, and was ordered to pay a $200 fine plus court costs and fees for a total of $290. James Theodore Deschampe, 18, Grand Portage, pled guilty Dec. 7 to felony charges of drug possession and minor consumption of liquor filed Oct. 22, additional charges of possession of a small amount of marijuana and drug paraphernalia having been dismissed by the court. Granted a stay of adjudication Feb. 9 with three years supervised probation and conditions, and ordered to pay a $150 fine plus court costs and fees for a total of $240. Claude Wayne Johnson, 48, Grand Portage, pled guilty Feb. 11 to no proof of insurance on Sept. 7, and was fined $290. Robert Raymond Andree, 24, Prior Lake, pled guilty Feb. 11 to speeding (72/55) on Jan. 10, the court having dismissed an additional charge of no proof of insurance, and was fined $150. Steven Lee Duclos, 30, Lutsen, pled guilty Dec. 21 to a DNR fish and game violation (take/buy/ sell/possess wild animal) filed Aug. 19, the court having dismissed an additional count of unlawful transportation of wild animals. Sentenced to 60 days in jail, stayed one year with unsupervised probation, ordered to pay a $100 fine plus $400 wildlife restitution, and suspension for one year of his big game hunting license. Lawrence John McNeally, 44, Lutsen, pled guilty Jan. 19 to charges of disorderly conduct filed Nov. 28, the court having dismissed an additional charge of domestic assault. Sentenced to 30 days in jail, stayed one year with unsupervised probation and conditions, and ordered to pay a $200 fine plus court costs and fees for a total of $290. Clayton McMurren, 64, Manitoba, pled guilty Feb. 14 to speeding (71/55) on Jan. 2, and was fined $150. David Allen Minter, 28, St. Louis Park, pled guilty Feb. 14 to no proof of insurance on Sept. 25, and was fined $290. Marriage License Applications
