Matters of Record


The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the punishment exceeds $150 and/or ten days in jail and/or includes one year of supervised adult probation. It is the Cook County News- Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Anthony N. Poyirier, 36, Grand Portage, Minnesota, was convicted on April 14, 2023, of two felonies: 1) Criminal Sexual Conduct – 2nd Degree with Victim Under Age 13, and 2) Criminal Sexual Conduct – 2nd Degree with Victim Under Age 13. Offenses occurred on September 21, 2015. Sentenced May 30, 2023, and committed to the Commissioner of Corrections, MN Correctional Facility in St. Cloud, for 48 months and 70 months (to be served Concurrent/ Consecutive). Fines and fees total $265.

Douglas Hoke Martin, 77, Henderson, Nevada, pled guilty May 31, 2023, to a petty misdemeanor of Traffic Speeding in a Special Zone set by Commissioner 60/40 on May 12, 2023. Fines and fees total $225.

Robert Pugliese, 47, Thunder Bay, Ontario, Canada, pled guilty May 31, 2023, to a petty misdemeanor of Driving After Suspension of License, on May 7, 2023. fines and fees total $285.

Brenden Merrick Wichman, 29, Richfield, Minnesota, pled guilty to two petty misdemeanors: Not having Proof of Insurance when Operating a Vehicle and Operating a Vehicle with Expired Registration. Offenses occurred on May 27, 2023. Fines and fees total $315.

Alicia Rose Hein, 42, Grand Marais, Minnesota, pled guilty to a misdemeanor of Obstructing the Lawful Execution of the Legal Process on May 22, 2023. Convicted on June 2, 2023. Requirements include Commitment to the Commissioner of Corrections for 15 months at the MN Correctional Facility in Shakopee, one day of probation to the court, and conditions of behavior. Fines and fees total $185.

Jack Peter Kalmes, 21, Eagan, Minnesota, pled guilty June 2, 2023, to a petty misdemeanor of Traffic Speeding 99/60, on May 28, 2023. Fines and fees total $385.

James Michael Holdridge, 50, Dallas, Texas, pled guilty June 5, 2023, to a petty misdemeanor of Possessing Fish that were Unlawfully Taken or Possessed in Canada, on May 27, 2023. Fines and fees total $235.
