The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the punishment exceeds $150 and/or ten days in jail and/or includes one year of supervised adult probation. It is the Cook County News-Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Lobo Joseph Poyirier, 37, Grand Marais, Minnesota, pled guilty May 16, 2023, to four petty misdemeanors: 1) Operating a Vehicle without Proof of Insurance, 2) Driving too fast, not with Due Care, 3) Cracked or Discolored Windshield, and 4) Driving an Unsafe Vehicle. All offenses occurred on January 2, 2023. Fines and fees total $405.

Bradley Joseph Wilson Jr., 23, Grand Marais, Minnesota, convicted March 21, 2023, of a felony offense (Stalking Conduct) on November 1, 2019, gross misdemeanor offense (Harassment with Intent to Injure) on January 1, 2020, and a misdemeanor offense (Violating a Restraining Order) on December 31, 2020. Court Decision reached May 17, 2023. Concurrent/ Consecutive Sentencing includes 18 months at MN Correctional Facility in St. Cloud (Stayed 18 months), 365 Days Local Confinement (with credit for time served: 33 Days), five years of supervised adult probation, and conditions of behavior. Fines and fees total $2185.

Todd Allen Kress, 56, Grand Marais, Minnesota, pled guilty May 22, 2023, to a misdemeanor of Trespass, Returning to a Property Within One Year, on January 28, 2023. Sentenced to Local Confinement (30 Days, Stayed for one year), one year adult probation to the Court, and conditions of behavior. Fines and fees total $385.

Timothy Horace Lamb, 55, No Current Mailing Address, pled guilty May 22, 2023, to a misdemeanor of Disorderly Conduct (Offensive/Abusive/Boisterous/ Noisy/Obscene behavior) on April 10, 2023. Convicted and Sentenced to Local Confinement (30 Days Stayed for one year), one year Adult Probation to the Court, and Community Work Service.

Ansel Eren Tulgar, 25, South Bend, Indiana, pled guilty May 22, 2023, to a misdemeanor (Careless Driving) and a petty misdemeanor (Open Bottle Possession) on September 24, 2022. Sentenced to Local Confinement (90 Days Stayed for one year), one year Adult Probation to the Court, and conditions of behavior. Fines and fees total $2185.

Scott Robert Corwin, 54, Grand Marais, Minnesota, pled guilty May 22, 2023, to a gross misdemeanor (Interfering or Disrupting a 911 Call) and a misdemeanor (Domestic Assault with Bodily Harm) on May 10, 2022. Requirements include one year Adult Probation to the Court, and conditions of behavior: No contact with victim or family, remain law-abiding, and complete Comprehensive Assessment, then follow recommendations. No fines or fees listed on record.

Derek Donovan Scherer, 41, Lutsen, Minnesota, pled guilty April 10, 2023, to a gross misdemeanor of DWI – Second Degree Driving While Impaired with Refusal to Submit to Chemical Test, on January 8, 2023. Convicted and Sentenced on May 22, 2023, to Local Confinement (364 Days, Stayed for four years), four years of Supervised Adult Probation, and conditions of behavior. Fines and fees total $6085.

Blake Lawrence Lambert, 26, Hopkins, Minnesota, pled guilty May 23, 2023, to a petty misdemeanor of Forestry – Open Burning with Prohibited Materials on April 7, 2023. Fines and fees total $285.
