The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the punishment exceeds $150 and/or ten days in jail and/or includes one year of supervised adult probation. It is the Cook County News- Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

William John Clayton, 55, Grand Portage, Minnesota, pled guilty on April 24, 2023, to a misdemeanor of DWI – Fourth Degree Driving While Impaired, on January 16, 2023. Sentenced to Local Confinement (60 Days Stayed for one year), one year of probation to the court, and conditions of behavior. Fines and fees total $2085.

Courtney Hey Johnson, 66, Grand Marais, Minnesota, pled guilty on April 24, 2023, to a gross misdemeanor of DWI – Third Degree Driving While Impaired, and Refusal to submit to chemical test on February 3, 2023. Sentenced to Local Confinement (180 Days Stayed for two years), two years of supervised adult probation, and conditions of behavior. Fines and fees total $2085.

Jeffrey Dean Wannemacher, 32, Grand Portage, Minnesota, pled guilty on April 24, 2023, to a misdemeanor of DWI – Operating a Motor Vehicle with Blood Alcohol Concentration 0.08 or higher within two hours of offense on January 1, 2023. Sentenced to Local Confinement (60 Days Stayed for one year), one year probation to the court, and conditions of behavior. Fines and fees total $2160.

Sean Joseph Petz, 45, Grand Marais, Minnesota, pled guilty February 27, 2023, to a gross misdemeanor of DWI – Second Degree Driving While Impaired, and Refusal to submit to chemical test on September 24, 2023. Sentenced to Local Confinement or NERCC (365 Days Stayed for four years with credit for time served: 3 Days), four years of supervised adult probation, and conditions of behavior. 30 Days of Confinement may be served with Home Detention and Electronic Monitoring or 1 year ignition interlock. Fines and fees total $2085.

Andrew Donald Knott, 32, Owatonna, Minnesota, pled not guilty on January 11, 2021, to a felony of Criminal Sex Conduct – Third Degree where Victim was Mentally Impaired or Helpless. Offense occurred on January 25, 2020. Convicted on December 10, 2021, Sentenced on February 28, 2022. Committed to Commissioner of Corrections Adult MN Correctional Facility in St. Cloud, Minnesota. Conditions of behavior include giving DNA sample when directed, and mandatory Predatory Offender registration. Two other charges of Criminal Sex Conduct (Fourth and Fifth Degrees) were dismissed on May 1, 2023. Fines and fees total $185.

Melissa Mary Ullman, 53, Grand Portage, Minnesota, pled guilty on May 12, 2023, to a misdemeanor of DWI – Fourth Degree Driving While Impaired, on March 10, 2023. Sentenced to Local Confinement (60 Days Stayed for one year), one year of probation to the court, and conditions of behavior. Fines and fees total $2085.
