Matters of Record


The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the punishment exceeds $150 and/or ten days in jail and/or includes one year of supervised adult probation. It is the Cook County News-Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Kyler Richard Johnson, 24, Grand Marais, Minnesota, pled guilty March 13, 2023, to a felony: Threats of Violence with Intent to Terrorize on October 22, 2022. Requirements include Local Confinement (4 Days with credit for time served: 4 Days), three years of supervised adult probation, and conditions of behavior. No fines or fees listed on record.

Kayla Ashley Ann Stacy, 29, Grand Marais, Minnesota, pled guilty January 9, 2023, to a misdemeanor of Domestic Assault – Bodily Harm, on May 10, 2022. Requirements include two years of supervised adult probation and conditions of behavior. Public Defender Co-Payment of $75 was waived. No other fines or fees listed on record.

Peter Vansant Harris, 87, Grand Marais, Minnesota, pled guilty March 16, 2023, to a petty misdemeanor of Possessing or Using Non-preserved Minnows on a Designated Trout Lake, on March 4, 2023. Fines and fees total $185.

Timothy Jon Vitense, 40, Hopkins, Minnesota, pled guilty March 17, 2023, to a petty misdemeanor of Traffic Speeding 62/40 on January 2, 2023.

Richard Lloyd Sve, 66, Two Harbors, Minnesota, pled guilty March 22, 2023, to Taking Fish without an Angling License on March 4, 2023. Fines and fees total $185.

Reggie James Stank, 27, Superior, Wisconsin, pled guilty March 22, 2023, to Traffic Speeding 80/60 on February 21, 2023. Fines and fees total $225.

Titus A. Semple, 40, Murillo, Ontario, Canada, pled guilty March 23, 2023, to two petty misdemeanors: 1) Traffic Speeding 75/60 and 2) Driving After Suspension of a License. Offenses occurred on February 21, 2023. Fines and fees total $345.

Anne Helene Franson, 56, Brimson, Minnesota, pled guilty March 28, 2023, to a petty misdemeanor of Driving After Revocation of Driver’s License on June 4, 2022. Fines and fees total $400.
