Matters of Record


The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the punishment exceeds $150 and/or ten days in jail and/or includes one year of supervised adult probation. It is the Cook County News- Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Jordan James Fumas, 19, Cloquet, Minnesota, pled guilty August 22, 2022, with Court Decision Continued on November 28, 2022. Charge was a felony of Drug Possession 1,2,3,4, – Not a Small Amount of Marijuana on May 14, 2022. Requirements include four years of supervised adult probation, Local Confinement (4 Days with credit for time served: 4 Days), and conditions of behavior. No fines or fees on record.

Dawn Marie Delille, 45, Shakopee, Minnesota, pled guilty February 24, 2020, was convicted on June 8, 2020, and then sentenced on December 12, 2022, for committing a felony of Possession with Intent to Sell a Controlled Substance in the Fourth Degree, on July 12, 2019. Committed to Commissioner of Corrections (MN Correctional Facility in Shakopee) for 15 months. Fines and fees total $185.

Katelyn Deschampe, 27, Grand Portage, Minnesota, pled guilty on December 12, 2022, to a misdemeanor of 5th Degree Assault on April 5, 2022. Requirements include one year supervised adult probation, and conditions of behavior. No fines or fees listed on record.

Timothy James Bullhead, 24, Grand Portage, Minnesota, pled guilty on October 10, 2022, to a gross misdemeanor of 3rd Degree Damage to Property (Reduce Value $501-$1000), on April 28, 2022. Court Decision Continued on December 12, 2022. Requirements include two years of supervised adult probation and conditions of behavior. Restitution totals $1883.

Dennis Ray Lecy Jr, 58, Robbinsdale, Minnesota, pled guilty November 30, 2022, to a gross misdemeanor of DWI – 3rd Degree Driving While Impaired with one Aggravating Factor, on September 10, 2022. Sentenced to Local Confinement (180 Days stayed for four years), Local Confinement (30 Days), that can be served with Home Detention Electronic Monitoring, NERCC, or one year of ignition interlock with GPS tracking. Sentence also includes four years of supervised adult probation and conditions of behavior. Fines and fees total $3085, with opportunity to receive dollar for-dollar credit for up to $2000 towards fine for required services, and a $500 forgiveness if Victim Impact Panel and DWI courses are completed within the first 6 months of probation.
