Matters of Record


The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the punishment exceeds $150 and/or ten days in jail and/or includes one year of supervised adult probation. It is the Cook County News-Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Colton Robert Deschampe, 38, no current address as of 6/6/2022, pled guilty on June 14, 2022, to two felonies: 1) Domestic Assault by Strangulation (9/25/21) and 2) Escape from Custody (11/3/21), and nine misdemeanors: 1&2) Driving After Cancelation of License (7/14/21 and 7/22/21), 3) Possession of Dangerous Weapons such as switch blade or metal knuckles (7/14/22), 4) Domestic Assault with Bodily Harm (7/14/22), 5) Endangerment of a Child – Person or Health (9/25/21), 6) Fifth Degree Drugs – Not Small Amount of Marijuana (11/2/21),

7) Endanger Child where Situation Could Cause Harm or Death (11/2/21), 8&9) Domestic Abuse – No Contact Order (12/30/21 and 5/31/22).

Sentencing includes Local Confinement (90 Days with credit for time served: 59 Days). Comment: Serve 90 Days in the Cook County Jail or NERCC, four years of supervised probation, commitment to MN Correctional Facility in St. Cloud (1 Year 1 Day, Stayed For 4 Years) and Local Confinement (52 Days with Credit for time served: 52 Days), plus conditions of behavior must be met.

Fines and fees total $1295.

Rory Ralph Tesser, 53, Grand Portage, Minnesota, submitted an Amended Plea of guilty on November 13, 2017, to a gross misdemeanor of Criminal Sex Conduct – 5th Degree – NonConsensual Sex Contact, on October 9, 2017. Amended Court Decision was Continued on January 14, 2021. Amended Disposition was Dismissed due to Conditions Met or Expired on July 18, 2022. Requirements included two years supervised Adult Probation, Local Confinement (2 Days with credit for time served: 2 Days), and conditions of behavior. Fines and fees totaled $500.

David Dale Bartol, 77, Maplewood, Minnesota, pled guilty on July 15, 2022, to a petty misdemeanor of Traffic Speeding 105/60 on June 29, 2022. Fines and fees total $385.

Jason James Fisher, 32, White Bear Lake, Minnesota, pled guilty on July 14, 2022, to a misdemeanor of DWI – Operating a Motor Vehicle with blood Alcohol Concentration above 0.08 Within 2 hours of the incident on November 6, 2021. Sentenced to Local Confinement (60 Days Stayed for one year), one year of probation to the court, and conditions of behavior. Fines and fees total $2085.

Daniel Allyn Culhane, 51, Ames, Iowa, pled guilty on July 19, 2022, to a petty misdemeanor of Traffic Speeding 63/40 on July 15, 2022. Fines and fees total $225.

Dylan Jay Klemmer, 21, Silver Bay, Minnesota, pled guilty on July 19, 2022, to two petty misdemeanors: 1) Driver and Passengers Must Use Seat Belts, and 2) No Minnesota Driver’s License, on June 28, 2022. Fines and fees total $210.

Stuart E. Kirk, 49, Chicago, Illinois, pled guilty on July 20, 2022, to a petty misdemeanor of Traffic Speeding 84/60 on July 8, 2022. Fines and fees total $225.

Leslie McRae Overby, 56, Franklin, Tennessee, pled guilty on July 20, 2022, to a petty misdemeanor of Traffic Speeding 66/40 on July 14, 2022. Fines and fees total $285.

Abhishek Satyajit Panjabi, 26, Naperville, Illinois, pled guilty on July 20, 2022, to a petty misdemeanor of Speeding in a Special Zone Set by the Commissioner 64/40 on May 9, 2022. Fines and fees total $225.

Randel Allen Vernier, 59, Grand Marais, Minnesota, pled guilty on July 25, 2022, to two petty misdemeanors: 1) Fish and Game – Minnow Dealer License – Violation, and 2) Water Safety – Failure to display valid registration on a non-motorized watercraft, on March 3, 2021. Fines and fees total $410.
