Matters of Record


The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the punishment exceeds $150 and/or ten days in jail and/or includes one year of supervised adult probation. It is the Cook County News-Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Kelli Leigh Bluth, 41, Minnetonka, Minnesota, pled guilty on April 23, 2022, to a petty misdemeanor of Traffic Speeding 83/60 on March 19, 2022. Fines and fees total $225.

Joshua Ion Rice, 47, Grand Marais, Minnesota, pled guilty on April 22, 2022, to a petty misdemeanor of driving an Uninsured Vehicle (Owner Violation) on April 7, 2022. Fines and fees total $285.

Rebecca Lynn Herald, 30, Lakeville, Minnesota, pled guilty on March 14, 2022, to a gross misdemeanor of 4th Degree Assault (Physically Assaulting a Peace Officer) and also pled guilty to a misdemeanor of Domestic Assault with Bodily Harm. Both incidents occurred on August 29, 2021. Conviction and Sentencing were on April 26, 2022. Sentence included concurrent Local Confinement (90 Days, stayed two years with credit for time served: 7 Days), two years of supervised adult probation, and conditions of behavior. Fines and fees total $760.

Dustin John Nelson, 38, Grand Marais, Minnesota, was convicted on April 26, 2022, of two petty misdemeanors: 1) Possessing an Open Bottle in Traffic, and 2) Speeding with failure to Drive with Due Care, on October 30, 2021. Fines and fees total $365.
