Matters of Record


The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the potential punishment exceeds $150 and/or ten days in jail. It is the Cook County News-Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Keegan Winfield Morrison Jr., 19, Grand Portage, Minnesota, convicted on July 15, 2021, of two petty misdemeanors: 1) Liquor Consumption by person under age 21 and 2) Liquor Possession by person under age 21 on April 18, 2021. Fines and fees total $630.

Samuel Lewis Paquette, 28, Long Lake, Minnesota, pled guilty on July 15, 2021, to a petty misdemeanor of Taking Fish without an angling license on May 5, 2021. Fines and fees total $185.

John Michael Farnsworth Degonda, 21, Stillwater, Minnesota, pled guilty on July 17, 2021, to a petty misdemeanor of Traffic Speeding in a special zone set by the commissioner 60/40 on July 2, 2021. Fines and fees total $225.

Jason Robert Lindsey, 25, Brooklyn Park, Minnesota, pled guilty on July 17, 2021, to a petty misdemeanor of Driving After Revocation of license on October 11, 2020. Fines and fees total $285.

Kelly Michael Welsh, 37, Edina, Minnesota, pled guilty on July 20, 2021, to a petty misdemeanor of Traffic Speeding 65/45 on May 19, 2021. Fines and fees total $225.
