Matters of Record


The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the potential punishment exceeds $150 and/or 10 days in jail. It is the Cook County News-Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Andrey Kindruk, 34, Brooklyn Park, Minnesota, pled guilty on March 19, 2021, to two petty misdemeanors: 1) Use or Possession of Prohibited Drug Paraphernalia and 2) Possession or Sale of a small amount of Marijuana with No Remuneration, on January 3, 2021. Fines and fees total $185.

Noah Robert Beer, 23, Bloomington, Minnesota, pled guilty on March 19, 2021, to a petty misdemeanor of traffic speeding 80/60 on February 25, 2021. Fines and fees total $225.

Jordan Steven Norton, 27, Rockford, Minnesota, pled guilty on March 21, 2021, to a petty misdemeanor of traffic speeding 62/40 on January 16, 2021. Fines and fees total $225.

Nathan Thomas Meshake, 30, Grand Portage, Minnesota, pled guilty February 22, 2021, to a misdemeanor of Domestic Assault with Bodily Harm on November 10, 2020. Convicted and Sentenced on March 22, 2021, to local confinement (90 days stayed two years with credit for time served, 3 days), two years supervised adult probation, and conditions of behavior. Fines and fees total $685.

Franklin Nicholas Manthey, 26, Grand Portage, Minnesota, pled guilty March 25, 2021, to a misdemeanor of Disorderly Conduct, Brawling or Fighting on December 19, 2020. Convicted and Sentenced on March 24, 2021, to local confinement (90 days stayed for one year), one year of supervised adult probation, and conditions of behavior. Fines and fees total $185.

Benton Louis Fry, 22, Forest Lake, Minnesota, pled guilty March 29, 2021, to a petty misdemeanor of Possessing a motor snowmobile, ATV, or other mechanized equipment in the BWCAW without a permit, on March 13, 2021. Fines and fees total $185.

Jhoseline Niki Valle, 24, Minneapolis, Minnesota, pled guilty on April 3, 2021, to a petty misdemeanor of driving without a Minnesota Driver’s License (after 60 days residency, 30 days CDL) on February 14, 2021. Fines and fees total $185.
