Matters of Record


The Cook County News-Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the potential punishment exceeds $150 and/or 10 days in jail. It is the Cook County News- Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Charles Carson Lawler, 24, Minneapolis, Minnesota, pled guilty on June 11, 2020, to petty misdemeanors of driving after revocation of license on January 11, 2018, and driving after suspension of license on March 10, 2019, and April 29, 2019. Fines and fees total $860.

Grant Charles Smith, 55, Grand Marais, Minnesota, entered an amended plea of guilty on December 10, 2018, to a misdemeanor of violating an order for protection on November 17, 2018. A court decision on December 10, 2018, continued the case. In an amended disposition on June 11, 2020, the case was dismissed due to conditions being met or expired. Fines and fees totaled $150.

Douglas Raymond Nelson, 62, La Crescent, Minnesota, pled guilty on June 12 to a petty misdemeanor of taking fish in waters seasonally closed to taking fish on May 22. Fines and fees total $185.

Tiauna Rose Hines, 20, Grand Rapids, Minnesota, pled guilty on June 17 to a petty misdemeanor of liquor consumption by a person under age 21 on May 15. Fines and fees total $185.
