Matters of Record




The Cook County News- Herald publishes Matters of Record to inform the public of arraignments and dispositions of criminal cases in which the potential punishment exceeds $150 and/or 10 days in jail. It is the Cook County News-Herald’s policy that this information contains a complete record. Requests for items to be withheld will not be granted.

Rueben Boy Taylor, 21, McGregor, pled guilty Jan. 12 to felony charges of theft (take/ drive motor vehicle, no owner consent) and reckless driving filed Dec. 22, the court having dismissed additional charges of speeding (100/55), reckless driving, driving after revocation and fleeing a peace officer in a motor vehicle. Sentenced Feb. 9 to 13 months at the state correctional facility at St. Cloud, stayed five years with supervised probation and conditions, fined $50 and ordered to pay court costs and fees for a total of $140 plus restitution of $4,587.

Jacob Dustin Koecher, 37, Sauk center, pled guilty Feb. 16 to a DNR fishing violation (possess live minnows on a designated trout lake) filed Jan. 30, and was fined $190.

Janelle M. Ulysses, 45, Ashland, Wis., pled guilty Feb. 13 to charges of possession of drugs (small amount of marijuana) and possession of drug paraphernalia filed Jan. 18, and was fined $190.
