Klobuchar Statement on Thye- Blatnik decision on federal payments to St. Louis, Lake, Cook counties


After efforts by Klobuchar, the U.S. Forest Service will redo the appraisal for federal payments to St. Louis, Lake, and Cook counties under the Thye-Blatnik Act that support crucial services including law enforcement, firefighting, and infrastructure improvements

U.S. Senator Amy Klobuchar (D-MN) issued the following statement after the U.S. Forest Service announced that they will re-do the appraisal of federal land in St. Louis, Lake, and Cook Counties and that the counties will continue to receive annual payments at 2008 levels under the Thye-Blatnik Act. Klobuchar has been a consistent advocate for the annual federal compensation payments to St. Louis, Lake, and Cook counties under the Thye-Blatnik Act. In June and December of this year, Klobuchar called on officials at the U.S. Forest Service and U.S. Department of Agriculture to consider the concerns of these counties in northern Minnesota.

“A consistent and fair system of appraising Thye-Blatnik federal land payments is critical to ensuring that Minnesota counties can fully support crucial services like law enforcement, firefighting, and infrastructure improvements. I requested that the Department of Agriculture take action in response to the concerns raised by St. Louis, Lake, and Cook counties about the appraisal, and this announcement is welcome news for these communities.”

Klobuchar, a senior member of the Senate Agriculture Committee, has consistently advocated for annual federal compensation payments to St. Louis, Lake, and Cook Counties under the Thye- Blatnik Act.

Klobuchar sent a letter to the Chief of the U.S. Forest Service, Vicki Christiansen on June 10, 2019 and followed up on December 11, 2019 to the U.S. Department of Agriculture (USDA) to call on the U.S. Forest Service to take into account the concerns of the counties over the previous appraisal showing a significant difference in valuation of the lands.

The counties, in northern Minnesota, have received federal payments for over 70 years to help offset lost property tax revenue as a result of nontaxable federal lands in these counties. The Thye-Blatnik Act payments support crucial services in St. Louis, Lake, and Cook counties, including law enforcement, firefighting, and infrastructure improvements.
