Jail next to courthouse was a good idea

I read with interest the article on beefing up security at the Cook County courthouse.

Of particular interest was Sheriff Falk’s statement that having the jail attached to the courthouse would be better. That reminded me that when the courthouse expansion was proposed it included an attached jail with a secure “garage” on the recommendation of law enforcement professionals. However, the City of Grand Marais would not issue a conditional use permit for the building expansion with an attached jail.

A trial to require the issuance of the permit was commenced but Cook County, over a holiday recess, compromised by agreeing to the demand of Grand Marais to construct a freestanding facility away from the courthouse.

While this change did not play a role in the recent events (Mr. Schlienz was not in custody), law enforcement would have been in closer proximity to the events as they progressed and in a better position to respond.

Law enforcement professionals have known for many years that transport of persons in custody causes the greatest danger of a violent act. Having law enforcement in the same facility would have provided additional security as well as a potential deterrence.

Disclaimer: I was special trial counsel for Cook County.
