. Cook County Visitor’s Bureau asked for a partial mortgage release for parcel 38, which is frontage land that MnDOT needs for the Highway 61 reconstruction through Grand Marais. The partial mortgage release from the county revolving loan fund, which they received August 7, 2014, does not affect the security of the revolving loan given to CCVB, because the remaining portion of the property remains mortgaged to the county. . A resolution to approve an increase from $1,200 to $1,400 per year for the benefit level for Colvill firefighters was approved effective January 1, 2020. . The highway department requested and received authorization to advertise for bids for 1,500 cubic yards of winter (blended) sand. . A motion to approve and the sign the 2019 State Boat & Water grant for $11,755 was unanimously approved. The money received from the grant is used for boat and water related patrol exclusively. These funds allow the Sheriff ’s office to actively patrol waters inside Cook County without using money form the operating budget. . Commissioner’s approved an interim use permit for David Avery to establish a small dog boarding kennel at his home which is located on County Road 14. The kennel is not to exceed three dogs at any one time. David has a 14×10 building that contains three separate indoor kennels with dog doors to the outside. Each opening contains a run of 4×8 feet for the dogs. The dogs will be kenneled early morning and during the evening to ensure noise is restricted. . At the request of Tim Nelson, commissioners approved the purchase of a new glass crusher to replace the failing one at the county’s recycling center. Cost to replace the old one is $15,754 and will be paid from the landfill development fund. . Cook County Highway Engineer Krysten Foster recommended commissioners approve and authorize the board chair and highway engineer to sign a cooperative agreement with the Minnesota Department of Transportation (MnDOT) and City of Grand Marais for the replacement of the Broadway Avenue intersection stoplight system.
The city of Grand Marais approved the agreement at their May29 meeting.
The bid opening date was June 7, 2019 for the project, which is expected to cost about $720,000. The county’s estimated share is $44,532.48. Work to replace the stoplight will begin next summer with the Highway 61 reconstruction project. . The cross-border Pigeon River International Emergency Agreement Management Committee updated the mutual assistance agreement and intends for Cook County, Grand Portage, Township of Neebing and ultimately the City of Thunder Bay to sign the agreement. . Cook County Emergency Management Director Valerie Marasco has also updated the Mass Facilities Plan for Cook County. . Commissioner Bobby Deschampe replaced commissioner Myron Bursheim as alternate to the Airport Advisory Board.
