Grand Portage man charged as sexual predator




Joel Ray Allard, 36, Grand Portage has been charged with two counts of felony criminal sexual predatory conduct, two counts of felony criminal sexual conduct, two counts of felony false imprisonment and two counts of gross misdemeanor criminal sexual conduct. He is charged with an additional count of furnishing alcohol to a person under 21.

Allard was charged September 6, 2012 after a young girl told her parents that Allard had invited her and a friend into his bedroom where he worked on computers and then touched her inappropriately and pulled her clothing off to take pictures without her consent. Another young girl reported a similar incident.

Since Allard’s arrest, two minor females approached their parents reporting that Allard gave them a video camera to take videos of themselves without clothes on. According to Cook County Law Enforcement, investigation into related cases is ongoing. A search warrant was obtained to take possession of computer equipment and cameras at Allard’s residence.

Allard remains incarcerated at Aitkin County Jail with bail set at $50,000 for each case for a total of $100,000. His next court appearance is October 9.
