Grand Marais Winter Parking Ordinance



The City of Grand Marais Parking Ordinance goes into effect on Tuesday, November 15, 2022. The County is charged with plowing the city/county roads within the city limits North of Hwy 61. Please note the information below:

SCHEDULE II. SNOW EMERGENCY REGULATIONS

(A) All persons parking vehicles on the streets or highways of the city must park vehicles according to the following system from November 15 through April 15 of each winter season.

(B) Beginning 12:01 a.m. on November 15 and alternating each day until 12:00 midnight April 15, vehicles must be parked on that side of the street or avenue which abuts the premises that are or would be identified by odd-numbered and even-numbered street addresses. On the days of the month which are odd-numbered days, 1, 3, 5, 7, 9, 11, 13, 15, 17, 19, 21, 23, 25, 27, 29 and 31, vehicles must be parked on the side of the street which residences have odd-numbered street addresses. On the days of the month which are even-numbered days, 2, 4, 6, 8, 10, 12, 14, 16, 18, 20, 22, 24, 26, 28 and 30, vehicles must be parked on the side of the street which residences have even-numbered street addresses.

(C) The City Council or its designee may declare a snow emergency before November 15 or after April 15 in its discretion to provide for snow clearing operations due to weather events outside of the typical season.

(D) Provisions of this schedule must not be enforced from 5:00 p.m. to 12:00 midnight.

(E) For purposes of this schedule, the term DAY means a period beginning and ending at 12:00 midnight.

(F) Along the streets and avenues of Broadway Avenue south of Highway 61 and First Avenue West south of Highway 61 and Second Avenue West south of Highway 61 and Wisconsin Street east of Highway 61, and First Street east of Highway 61, on-street parking is prohibited between the hours of 2:00 a.m. and 7:00 a.m. Alternate day parking regulations in division (B) above do not apply to the area described in this subsection.

(G) Divisions (B) and (F) above do not apply to Highway 61.

(H) In all areas of the city, a motor vehicle displaying a qualifying plate, certificate, hang tag or equivalent insignia shall be exempt from the provisions of this section when parked at a space signed in accordance with M.S. § 169.346, Subd. 2, as it may be amended from time to time, for use by persons with physical disabilities.

(I) Vehicles parked contrary to this section may be towed under the guidelines in M.S. § 168B.035, as it may be amended from time to time.

(J) Recovery of stored vehicles: before the owner or the owner’s agent is permitted to remove a vehicle from the place of storage, the owner must:

(1) Furnish satisfactory evidence to the person in charge of the storage area of the owner’s identity and ownership of the vehicle;

(2) Pay any storage charge to the person in charge of the storage area for the towing and storage of the vehicle; and

(3) Provide a valid driver’s license or permission for another licensed driver to drive the vehicle from the storage area.
