The investigation of the case was referred to the St. Louis County attorney’s office to determine if anyone should be charged with animal cruelty. After reviewing the case, the attorney’s office found there is insufficient proof to establish that the intent of the individual was to torture the animal, which is an element of the offense which must be proved beyond a reasonable doubt.

City officials said this decision is one step toward developing public beachfront parks and walkways for use by everyone, local residents and visitors alike. The relocation to other areas within the recreation park will not reduce the number of campsites available, and the process will take place over five years.
