The Minnesota Department of Natural Resources (DNR) is asking the public to take a multiple-choice survey and offer comments about developing a statewide off road vehicle master plan.
Working with the DNR is the Minnesota Four Wheel Drive Association (Mn4WDA). The two groups held a virtual summit with the public on November 18, 2020, to kick off the master planning process.
In 2019, the Minnesota Legislature approved funding to complete a master plan for OHV trails, touring routes and recreation areas. Off road vehicles are defined as 4×4 vehicles capable of off-road travel, sports utility vehicles, “rock crawlers” and modified pick-up trucks.
According to the state, the Off Road Vehicle (ORV) Master Plan “will identify ways to enhance ORV opportunities and expand the associated social and economic benefits for local communities. Project elements include data collection on existing trail use and user experience, and engagement with ORV enthusiast associations and those involved in other forms of outdoor recreation. Also included will be a thorough analysis of social and environmental factors to ensure identified ORV enhancement opportunities are sustainable and reflective of Minnesota’s multi-use purpose approach to the outdoor recreation system.
