The Cook County Commissioners met on Tuesday, September 15 and passed the following motions.
*Commissioners drafted a resolution authorizing the county attorney to sign a cooperative agreement with the Office of Justice Programs, Minnesota Department of Safety, which provides 25 hours a week of services to crime victims. The agreement allows the county to receive grant funds in the amount of $96,000 to use from October 1, 2021, through September 30, 2023.
Money from the grant partially funds the Paralegal/Victim Witness Coordinator position in the County Attorney’s office, an arrangement that’s been in place for many years.
Annual winter maintenance contracts on Subordinate Governmental Services Districts (SGSDs) were awarded at the recommendation of the Highway Department to the following: Evergreen Road contract to Mike Rose Excavating; Mile- O-Pine contract to Greg Gecas; Voyageur’s Point and Little Olie contracts to Cory Christianson; West Rosebush Lane and Rosebush Hill contracts to W Labor, LLC; and Kelly’s Hill contract to Jed Smith Excavating and Septic.
County Highway Engineer Robbie Hass pre- sented the Bridge Priority List, which included 15 County State Aid Highway (CSHA) bridges that need replacing or upgrading. The plan outlines a proposed construction schedule through 2027 for bridge improvements. Commissioners passed and adopted the bridge replacement schedule as presented.
The public hearing for the Caribou Lake Subordinate Service District (SSD) hearing was postponed until Tuesday, December 14, 2021, at which time the meeting will be in the Commissioners Room of the Cook County Courthouse. The purpose of the public hearing will be to consider the termination of the existing Caribou Lake Area Subordinate Service District and the establishment of a new Caribou Lake Subordinate Service District containing the riparian parcels on Caribou and Bigsby Lakes, and which includes a new special assessment fee. The purpose of the Subordinate Service District and fee assessment will be to fund continued lake water quality monitoring, as well as efforts to address aquatic invasive species over the next five years. The proposed amount of the fee assessment will be $60.00 per property owner within the district.
Based on the Planning Commissions 4-0 vote of approval and pro and con input from neighbors the commissioners approved a request by Nancy Lang for a conditional use permit to establish a kennel operation on her property adjacent to Franks Way.
Lang owns ten acres and wants to establish a sled dog kennel of up to 25 dogs. She has been a kennel owner/ operator for 27 years.
Commissioners approved a request for a preliminary plat approval for Grandview Ridge, an 8-lot “standard plat” in Lutsen. This 8-lot subdivision was originally presented to the Board of Commissioners as a preliminary plat (and as Rita’s Grandview Ridge Plat) in 2006. It was approved in stages but never brought forward as a “final plat” and therefore never developed. Tom Dwyer, subdivision owner, has one year to finalize the plat.
Permission to install a gate on Cook County property located on South Shore Drive to limit access to trails to non-motorized use was granted. The Minnesota Department of Natural Resources requested to put up a gate at the Pendant Lake Hiking Trail entrance on South Shore Drive to better preserve the hunter/ walker foot trails and reduce the damage and disruption caused by motorized vehicles.
Commissioners accepted the unanimous recommendation of the Planning Commission to adopt a proposed amendment for the county Addressing Ordinance #44.
The purpose of the Addressing Ordinance is to provide the most efficient means to identify all the dwelling structures in Cook County to enhance emergency response capabilities.
